Building
Houses will spawn neighbors after they have collected 1500 wood (about 30 seconds.)
Houses by default can only grow into grass tiles.
However if they collect 2500 Rock they can destroy a nearby forest and spawn a neighbor there.
If a house has 3 or more neighbors they'll be sustained by their neighbors (they just wont die naturally.)
Faith
Houses standing alone will generate 150 Faith/Sec
For every neighbor a house has it's Faith/Sec will decrease by 50 Down to -150 Faith/Sec
Sacrifice/Death
Houses will require 50 wood/Sec (to keep them alive.)
If a house runs out of wood it's life will start going down, but each only have 100 life (2 seconds after 0 wood.)
In order to stop you civilians from growing to close and faithless you can smite them by sacrificing their home.
To curb their growing to your needs you can also sacrifice the resources around them,
But beware every sacrifice will cost you.
Grass - 1000 faith
House - 5000 faith
Forest - 5000 faith
Rocks - 10000 faith
