In… maybe

Ill give it a go, but your rules are a bit contradictory.

**All game code and content must be created within the 48 hours.

Yet you allow the use of base code, libraries and middle-ware?

** You must work alone (solo).

However you are allowed to use other people work (publicly available libraries).

So what is it? You work alone, creating ALL content in the 48 hours? Or do you use some other guys base thats had months of work put in to it and mod it to your needs??

For Jam you can use almost anything. For Compo you can use free public libraries and base code (Base code should be presented in another post), just be sure that the libraries or code does not involve gameplay, and it if has, don’t use that class/feature.

Have you heard the expression “exception to the rule”?

The question is, “what is game code”? Obviously, the Windows standard libraries are not game code, so the question is about where you want to draw the line. For Ludum Dare, a framework is not “game code”. You can use LÖVE, for example. LÖVE is not a game, and its code is not “game code”.
