I hope this will help: At the bottom where you upload your game files, there is a section called VISIBILITY & ACCESS. Make sure that that it is set to public, when you click public a little box appears below it called Public Access Settings, make sure that you uncheck the checkbox that says, “Disable new downloads & purchases”.
