You would have to be a monster to massacre people at a fairground, but here you are. Shoot all the civilians however watch out for the guards who do not take kindly to people brandishing guns in the fairground, and will retaliate with equal force and call for the police, who will arrive in mass and attempt to take you out. If they fail to do this then you move on to the next and more difficult fairground
