Prevent some shooters from killing the president. Do this by clicking and dragging them somewhere they don't like. There is only so much room, however, so you must fit them in the 3x3 square to stop them. All previous rules apply to the current board.

I was fully intending to give up until I saw a screenshot of someone else's wallpaper for this jam and the theme just clicked. Made in ~12 hours.
