I would also go easy on the \"fail to provide enough food for each peasant\" (remove less money from the player). \n\nOne thing I would change was giving the player with some food and water on the start of the game. If you don't have initial food and water there is no way your field can produce enough food before peasants have to eat. I would also make the game go faster ... or five more money per second so that the player can expand quicker.\n\nOverall a very nice game with lots of potential to be more than it is.
