13x11 by SIGILL
A city builder game where you work towards having a 'small world' for every family!
Upgrade your houses to the maximum level to achieve self-sustaining houses/communities on each tile of the map, making sure that the citizens will never have to leave their houses again. Make their world even smaller!
Unfortunately, the mechanics aren't done yet. There is some unused stuff in the game. Some critical fixes have been made as stated below, but even after that there still is a lack of real gameplay. There are win and lose conditions present and functional though!

Post-submission critical fixes
- Fixes issue where tiles could be infinitely upgraded. This could (and in most cases would) never trigger the win condition, even though all building were way above their intended maximum level, making this a game-breaking issue.
- Fixes issue where income was calculated based on the population capacity, instead of the actual amount of citizens. Because of this, the player could simply start building houses to amass a huge amount of money, without having to provide any resources to the houses. This bypassed the mechanics of the game and was therefore game-breaking.
- Made changes to income/maintanence cost to prevent an insta-lose due to insane high costs for powercables and pipelines.

Wow there are a lot of mechanics you got working but right now it seems to be pretty easy to win by just making lots of level 5 houses without people. Pretty fun though, great job.
