Demography by Pokute
Made with .NET. Nothing fancy used so should work on almost any .NET runtime.
Rule with Demography instead of Democracy, pitting the unhappy populace against themselves. Done for Ludum Dare 48h contest, but no way I'm going to waste judge's time with this so dumping it to Jam. Still, did it in 48 hours.
Select two hex slots with mouse to swap.
Featuring bare minimum of gameplay, inconsistent and not enough graphics, no sounds, lacking all finishing touches.
No scoring. Can't win, can't lose, can't have fun.

Interesting graphics, but as you mentioned hard to find the game. :-) Tried clicking with mouse and mashing keyboard a little, but not much going on.
