I wanted to take a slightly different interpretation of the theme, so I went with the definition of second as agreement (i.e. I second that motion).

The game takes place in the not too distance future where government has been taken over by stupid people. It is your role to reform the government by passing a series of legislation.

However the legislators wont help you willingly so you have to fool them by giving a speech that describes the bills in ways that they will like.

In effect is a puzzle game of trying to match words, with what different legislators like, and navigating their relationships to one another such as you end up with 10 seconds (i.e. votes).

As a non-native English speaker I had to consult my dictionary to find out what 'seconds' mean here.
Anyway it's innovative.

YES! Haha, I really wanted to do something with a non-obvious meaning, but couldn't think of anything. I think this is really well done, and actually a really great and entertaining puzzle game! Thanks!

This is flipping brilliant. You are an actual winner. I'm serious, man: this has creativity, humor, logic... It's actually *fun*. No matter what people say, this thing is awesome. It reminds me of Democracy 2 (Lite). Only problem: it gets pretty deep pretty darned fast—a lot of calculation required very early on. Oh, and there was something unclear to me: I solved one level using "TAXES AND GOOD", but I didn't understand why. What does "AND GOOD" signify?

- I've fixed the typo in the second scenario which read "and good" instead of "are good" as per the rule allowing typo fixes.

Hopefully this has not introduced new errors!
